I have read the support article about why this happens, and what steps to take. I am getting this message multiple times a day, often only hours after syncing my computer clock. I am syncing it to time.nist.gov . What steps should I take to address this issue?

You will need to use a little freeware to keep your clocks synchronized
I would recommend NetTime, available at http://www.timesynctool.com/
Just install it once, and issue should be permanently fixed
